The reasons a Westminster system has public servants are to provide unbiased and legally accurate advice to their employers. So either they are now not fit to fill the roles, or are cowed by the fears of losing their jobs, or even not understanding what a public servant's roles and responsibilities are. As for ScoMO will resign or hang around like a piece of rotting cheese, I think he probably will stay on for a while because to quit straight away is just not in his character composition. He likes to be seen as a fighter, and not a quitter. But he will certainly feel the chill in the LNP side.
