It has happened before in Australia. The national cabinet was a good idea, but the states just went off and did their own thing anyway. Queensland and Victoria's government's approach was farcical at best, Queensland leading the charge with double standards based on who you were to be granted entry. A single government approach would have stopped that stupidity and streamlined things. Just what was needed in that time.
