If the US is going to be serious protecting the Global World Order against outlaws, the US has to set a much lower bar to engage forcefully. The Biden Administration in many ways is like the Obama administration that bent over backwards to not get involved in overseas shooting conflicts. In the middle term, Trump was a lot worse actually withdrawing the US from global commitments but Biden has shown its willing only to meet threats instead of showing willingness to crush the actions of outlaws. The US has to show that in instances where another country is invaded without cause or criminals earn their living by piracy simply attacking and taking what is clearly not theirs, there has to be an overwhelming response. As much as possible the actual culprits should be targeted. If there is a possibility of innocent casualties, then public notice of intentions to heavily punish the culprits should be loudly and publicly stated beforehand giving innocents time to leave if they can.
