If the rule’s bothered the person that much then they have the option to move back to Putinland. In California, we have a huge amount of people from Mexico living here and the language they speak at home, in emails and texts is Spanish BUT their kids are taught in schools in English! Does Mexico have the right to invade the US to force the country to change the rules or to annex parts of the US with a large Mexican population? Absolutely not.
