Most of the time, China is blocking, but Philippines is the one ramming into China. China should from now on, use all other enforcement protocols that all other coast guards around the world use. Water cannon and blocking are non-invasive and too gentle. Use real enforcement protocols the real cops/police use; I am not going to spell it out.
