Prohibition of Direct Attacks: Direct attacks against civilians are strictly prohibited. The Additional Protocol I (1977), which complements the original conventions, reinforces the protection of civilians in international armed conflicts. Distinction Between Combatants and Civilians: The principle of distinction requires that all parties to a conflict distinguish between combatants (those who are lawful targets) and civilians (who are not lawful targets). Attacks may only be directed against combatants and military objectives, not against civilians or civilian objects. Proportionality: Even if military objectives are targeted, attacks must be proportionate. This means that incidental harm to civilians or civilian property must not be excessive in relation to the anticipated military advantage gained. Use of Civilians as Shields: It is prohibited to use civilians as shields or to position military targets within civilian populations in order to prevent attacks.
