Neither the state or people should decide however they want because they have to respect that the state is a legal entity, it is it's own legal "person". No people on earth that hasn't functionable states are respected. But discarded. If you're poor no one will respect you and they will keep go on about democracy. It's the same with states. No one can respect a democracy that so brutally destroyed the respect for the functionable state that was an extantion and it's own legal entity of the people. That was a terrible wrong step in history I love states no one loves democracy... Democracy doesn't represent a people it represent "some" it's frankly irrelevant on the world stage.
