Russia is a bad dictatorship, and Soviet was a really bad terror state, but it wasn't a classical one man show like a dictatorship is. There's differences in predictability: the Soviet Union was crappy, violent, corrupted and imperialist, but it was predictable, and if the man at the top broke too many laws, he was ousted.
