I will happily pay 1.1 % however it won't be just 1.1%. Businesses will start levying additional fee from their end and then their is GST. So on 1.1% users will pay additonal 18% GST

Well Government pays for the new cash printed after disposing of old currencies so similarly it is the duty of government to maintain digital infrastructure for transactions for merchant as well as for consumer, if it makes transaction fees of 1.1% we will boycott UPI.
