Simple. Right now, you can create paper losses via depreciation etc, and use that to reduce the owners overall personal taxable income, creating a huge asymmetry. In other words, the property should be treated like its own business unit. If I run a business with an ABN at a loss, then I cant just carry that loss over into my personal life and use it to reduce my personal income, properties should be treated the same way.
