It functions quite well. Then there is Interpol, the same thing (International + police) but worldwide. It doesn't always function as well, as some countries use it for political persecution, but it should give the US access to lists of criminals in Venezuela, El Salvador, Guatemala etc. So I really don't understand what ICE director Homan is talking about.
