If you don't have your house in order at home, your ability to project power abroad will be limited. That applies to China or the US just as it applies to Brazil. A cold hard look at the home front shows: - Declining educational standards with a growing gap versus Asia - Massive de-industrialisation. China is eating Brazils lunch. - Collapse in birth-rates. Brazil will get old before it gets rich. - Issues with governance (efficiency, corruption) - Widespread anti-entrepreneurialism - Unequal distribiton of wealch, incomes and opportunities - grwoing not shrinking So it's not risky to predict that Brazil will not become a "superpower" and that Lula should focus to get his house in order at home instead. All in all: A big tragedy - for ordinary people.
