She's just falling short of saying the obvious: humanity needs to re-engineer all infrastructure designs, from revisiting standard structures (bridges, underground transportation, etc.), and reconsidering what new standard set of vehicles to use (dispersal of aid with fleet level compromised-pavement capable mobility), to pondering a proliferation of urban arroyos, and sorts of 'bomb shelters' to protect from Nature's Balancing Act.
