They put out evacuation orders, provide buses where they can (the efficacy of their actions also rely on the full cooperation between state, local and federal authorities). As he said, it's also our responsibility as citizens to protect ourselves and help our neighbours wherever possible. Ultimately and ideally, it should be a complete network of cooperation between all everyone- individuals or groups. We're all in this together. Together we stand.
