What transpired is that FEMA personnel entered the area, commandeered privately donated gear & supplies, and told the volunteers to turn around and go home instead of doing the jobs they were prepared to do. The citizens reported the interactions to state & local government, to Congressional representation, and to local law enforcement, which resulted in FEMA being told to stand down. In some instances of FEMA's arrogant tyranny, the relief workers resisted FEMA and continued on with their missions. That's as it should be. All of the volunteers are more than up to the task, more than half of them being U.S. veterans. As a retired 25+ year veteran of the Army, DOJ, and DHS, I can adamantly assure you that those civilian volunteers bring something to the efforts of which FEMA is entirely lacking: competence, determination, professionalism, and tight organization.
