The air defense base is called AEGIS ashore. It has been announced about 2 decades ago that it was in planning . Then about 20 years ago I heard that construction was in progress. Russias invasion of Ukraine motivated the delayers into completion . Next question is what baseline did they install. Ticonderoga cruisers appear from the exterior to be identical but baseline determines what electronics are installed inside.
