Blackmail requires a threat, while extortion involves coercion. Extortion is usually charged as a felony, while blackmail is based on information. Extortion is considered a crime of violence and is penalized more severely. *Paying blackmail money and being a victim. Then the normal move of hiding the payment is a crime and a felony. This sets up the common people to be victim and going to jail for it. Blackmail - just call it hush money that is not a crime.
