Australia has missed the boat for years. Effectiveness comes from two main - factors. 1. You must always have troops in the field. Logistics - wins wars. You can't figure out - what will go wrong on paper - playing in an office. You need - a full time tempo - of units - deploy for months at a time. From that you work out - what works - what breaks - and how do you fix it. 2. Effectiveness is measured - by getting the right equipment - and have enough of it - to sustain - losses. You can't war game everything - on no losses - and very restricted supply chains - on men - and equipment. The changing battle space - where drones - are going to make it hard for ships to deploy to go to sea. Means do you go to smaller faster highly automated ships.
