Not a Surprise, Charging people to go 80km or less to avoid using streets that were deliberately turned into carparks is a typical Victorian thing to do.
And when you get the Premier promising that another freeway will be Toll free then handed over to Transurban to Toll THEN you get another Premier Extending the number of years the toll will apply it's obvious you'd be rolling in the dough.
