Lula administration is sending mixed signals regarding climate policies
Lula's campaign was marked by bold promises for the environmental area. And with Marina Silva named as his environment minister, the government started off on good footing - but it's sending mixed signals when it comes to environment and development. Climate policy expert Natalie Unterstell from the Talanoa Institute commented on these mixed signals, with conflicting messages about the environment on the one hand, and development and infrastructure, on the other: "There's no coherent strategy so far."
