US has made a law 20+ years ago that no Chinese is allowed to participate in any NASA’s outer space project.
When China succeeded in getting moon soil last year, NASA has requested for some sample but was rejected by China.
Now that they either repeal their law and promulgate a new one: NASA WELCOMES CHINA TO PARTICIPATE” or begs and kowtows to China for some moon soil sample.
Actually China does not bar any foreigners from participating in their outer space project but just with one condition that participants must understand Chinese language.
For Americans to participate and to exclude any possibility of a CIA agent, I recommend that the condition for Americans must be slightly adjusted: that they must be conversant in Classical Chinese and must pass exams in the test of Four (great) Books and Five Classics.
老美也可參加中国外太空的计划 但得懂文言文 还得考及格四书五经 （以避免美国中央情报局的份子混进来）。
