The truth is China has absolutely no problem with easing blockade and tensions. Chinas biggest problem with Philippines over the control of those areas and island is that Philippines will sell out their territory to imperialist who will choke China and control chinas maritime trade in the area and at the same time setting up military bases and threatening the peace of over 2 billion people on the eastern continent of Asia. Think about that. In what mind would that be acceptable to allow Philippines to do such things. Now if there was a way China can get a guarantee that Philippines isn’t going to sell out said territory then maybe we can move on but it seems unlikely being that Philippines enjoy being colonized. 300+ years.

Bring all your high grade modern military equipment in the area however it will never change the fact that you have no legal rights in the West Philippine Sea.
