Chinese shipbuilders produce far more than just container ships, bulk carriers, and tankers. They also build warships for the People’s Liberation Army Navy (PLAN). Many of the most prominent shipyards in China embody Beijing’s military-civil fusion strategy, which seeks to fuse together civilian and military technological, scientific, and industrial development to strengthen China’s comprehensive national power. One firm in particular, China State Shipbuilding Corporation (CSSC), plays a critical role in producing ships for both commercial clients and the PLAN. The sprawling state-owned giant presides over 100 subsidiaries and by itself accounts for nearly a quarter of the global commercial shipbuilding market. Now reported in June 2024, some Chinese shipbuilders who saw opportunity in anchoring their business to orders from Russia are being forced to adapt amid pressure from Western sanctions imposed on Moscow, with shipyards in eastern China severing long-standing ties with their Russian buyers in recent weeks, according to a major company and domestic media reports. The moves come two years after five Chinese companies were told they would need to stop work on Russia’s Arctic-LNG 2 project in northern Siberia, due to sanctions from the European Union, according to the Norway-based energy industry publication Upstream. But at the time, the situation was seen to be “changing every day”. Among those five entities was Wison New Energies, a Shanghai-based firm that now says it has “decided to discontinue all ongoing Russian projects and will immediately and indefinitely stop taking any new Russian business”. The struggles of Russia's shipbuilding industry have been no secret as it grapples with a series of challenges, including the impact of sanctions cutting off foreign components and expertise, workforce limitations, and delays in project deliveries. Faced with these issues, the Russian government was actively exploring new avenues for a solution in 2023. At the top of this list was a closer interaction with a long-time ally in Asia. An important move in August 2023 that was missed by many, saw the Kremlin transfer control of the state-owned United Shipbuilding Corporation (USC) to VTB, Russia's second-largest banking institution. This was done in the hope of orchestrating a turnaround in USC’s shipbuilding activity. VTB chief Andrey Kostin, the man now at the helm of USC, has since put forward an ambitious proposal: USC should forge a partnership with China, a global leader in shipbuilding, as he revealed in an interview with South China Morning Post (SCMP). The Russian government, in its pursuit of self-sufficiency in the commercial shipbuilding industry, has long been actively promoting various initiatives. Notable among these is the government-backed fishing fleet recapitalisation project. President Vladimir Putin has also, sources suggest, issued a series of informal directives to channel business towards the revitalised Zvezda Shipyard complex near Vladivostok in Russia’s Far East. While Russia's shipyards have previously collaborated with foreign partners, the landscape has been significantly altered by sanctions brought about after the invasion of Ukraine. Notably, Novatek and Zvezda's 2019 agreement with Korean shipping giant Samsung Heavy Industries for a 15-ship LNG carrier project has encountered obstacles due to these restrictions. The project, which saw the delivery of the first three hulls for outfitting and the continuation of work on two more, has since "halted" progress on the remaining 10 vessels. This has been put down to sanctions on payment processing, according to the Korean language JoongAng Daily. “The concurrent timing of Russia's sanctions has cast doubt on the progress of the 10 pending vessels for Zvezda,” a Samsung Heavy Industries official was quoted as saying in the summer. “Negotiations are ongoing to chart a way forward.” But without a reliable flow of up-to-date LNG carriers, Moscow runs the risk of being hamstrung over efforts to maintain its flow of LNG out of the country to a dwindling pool of willing buyers. China’s shipbuilding empire is the latest flashpoint in the intensifying frictions between Washington and Beijing. As the Biden administration zeroes in on the potentially unfair trade practices that propelled China’s emergence as the largest shipbuilder in the world, broader national security issues are also at play. Foreign capital and technology are flowing into Chinese dual-use shipyards, which is accelerating Beijing’s ongoing naval buildup. Speaking from the United Steelworkers headquarters in Pittsburgh on April 17, President Joe Biden promised to take “a real hard look” at the Chinese industrial tactics that have buoyed its shipbuilding sector.
