The problem of fuels in Burundi is not only caused by lack of so called foreign currency but there are other hidden problems. You can not have business community which largely does not pay taxes, sabotage Government plans and hording fuel including preventing those who are interested to solve the problem. However, there is one way to deal with this problem decisively: The Government should put in place Burundi Petroleum (Up Stream) Regulatory Authority ( BPRA) to deal with the importation of oil and gas products, deal with question of fuel issues and regulations. Another way to deal with the problem is to approach Tanzania for supply of fuels. Tanzania is well informed and well prepared in fuel importation and storage. For instance the Tanzania's Petroleum Upstream Regulatory Authority (PURA) controls imports of the petroleum products. The country also has Tanzania Petroleum Development Corporation (TPDC) largely in charge of oil and gas exploration. Another important entity is the Energy and Water Utilities Regulatory Authority (EWURA) which regulates oil and gas and water products supply chains. It makes sure no petrol station can temper with Government prices or fake fuel because the penality is very heavy. In Zanzibar they too already have the Zanzibar Utilities Regulatory Authority ( ZURA) and the Zanzibar Petroleum Regulatory Authority (ZPRA) largely works to regulate petroleum products, exploration of oil and gas. As we speak now Zanzibar is moving very fast to become one of the world's oil and gas province in Africa as they have already identified oil and gas in 8 offshore blocks in Pemba Unguja (Zanzibar)! You see how things are moving very quickly in Tanzania! Burundi should simply follow the way Tanzania is doing! Do not be cheated, Tanzania is the way to go! After all Tanzania is very trusted and close friendly country to Burundi and this situation is likely to remain for many decades!
