I can't think of a more effective way for Ukraine's long-range weapons to paralyze Russia's military operations than taking out oil refineries and oil storage depots. The economic impact is a huge bonus. For the longer term, munitions factories would be the target; but then, they'd just move the manufacturing to China, India, and Iran.
