If one lesbian hits another lesbian, or one homosexual hits another, does that count as gender-based violence for the $4.7 billion handout, or is that just plain old domestic violence so there's no money in it?

I don't know any domestic violence perpetrators. It is an issue, mainly of cultural demographics. Change can not be imposed, it must come from within the cultures with the issue.
