And the attack of 4000~ devices, casued only two civilian casualties. So what is the acceptable percentage because this is historically one of the most targeted attacks in history. The device didn't include a big charge. More like a firework, and the people who endanger the civilians are Hezbullah that operates within the city as if they own the place.
