I thought the ESA, under usa pressure, would not cooperate with China anymore. Is that not the case?

Even after imposing thousands upon thousands of sanctions related to the production and supply of advanced chips and chip machines, China is still able to achieve this high-tech feat that the US and all its Western allies together cannot achieve.
I see Gina Raimondo, Janet Yellen and Antony Blinken soon joining a CONGA line (polonaise) on planes to China again to repeat their old song there, warn and lecture China and announce another sanctions package.
