Isn't that what shelters do? Do temperment tests to see if the dog should be left up for adoption? Its not working out so well, with the overflow going on just in my city alone. 300+ dogs caged forever.🤨 Maybe she wanted to test recall? Maybe trying to train that these birds are family not food?
