Most of traders are people hustling for daily bread, they neither have the administrative skills to be collecting the sales taxes from the consumer for government or they don’t realize that there are exemptions for helping the government as tax collection agents. It’s a big misunderstanding. Why not suspend for 3 months so that government comes up with a better system and 1 yr for a transparent tax policy. That way the president don’t get involve in these small details.

Tax laws and tax administration are similar and their application generally synchronized within the EAC countries. What then is so complex to Ugandan traders that appear simple and easy for Kenyans, Tanzanians and the Rwandese merchants. Certainly it's not educational levels nor logistical issues but an aversion to probity in their dealings. Either they close shop or they pay up every tax coin collected from Ugandans as per the law.
