In the US when Reagan couldn't balance the budget he stole social services from the elderly and the mentally challenged. After important services were discontinued he announce that he had done the impossible. Because it was impossible. Today the mentally challenged are a good percentage of the repeat murderers roaming democrat controlled states in the US. Labor is either under serving citizens or over taxing. The goal of a responsible treasurer is to balance a budget not be far into the red or black. But at least he didn't claim the budget was balanced and send the surplus to WEF like most of the other democracies are doing.
