Hard to blame her. She would have won over a tiny amount of people on the fence by attending, but would have lost a HUGE amount of voters who right now are committed to her. She cannot alienate, in any way, the more radical Muslim element, which currently broadly supports her, and as a result, a lot of Muslims in general support her.
