Technically yes, but if you mean in a democratic sense, I say - yeah about as much as "people" will decide to have a war in Ukraine, to holocaust Gaza, to not help people in Flint, East Palastine, hurricane ravaged areas in FL, NC, to have a growing homeless population, to have an evermore unaffordable healthcare ... and on and on
