They are criminals and every government official who has funded this enterprise has committed multiple crimes. The small percentage of women and children who are allowed to stay together I feel bad for, and I feel terribly bad for the unaccompanied minors who are trafficked. I also feel terrible for the victims of the illegal immigrants.
