Most Russian, Chinese and North Korean nuclear weapons probably invovle uranium 235 - it cannot be spread around willy-nilly. A hydrogen bomb is still usually initiated by uranium 235 - not by laser. Building nuclear reactors and buying nuclear submarines simply leads to proliferation. The risks are existential. In the hierarchy of risk controls, the primary control is elimination.
