It's a very useless and foolish action. All South Korean citizens don't have a good emotion to the NK regime, so they might've laughed at the leaflet from North Korea. So far, Korea had to spend lots of money on defense budgets constantly, and it has become a big burden on the nation's fiscal condition. Moreover, all young Korean guys must have military service for 2 years instead of enjoying their freedom. North Korea's central government and its controller Kim's family members are unforgiven enemies of all South Koreans. They are just traitors to the Korean race.
