It was perfect before NDIS, because I worked in disability non profit. Our client get genuine care, than Labour through it's was a geniuses ideas and coming up with NDIS instead with an explanation that people with disabilities can making a choices what services they needed. Well if they decided to go on a holidays that's what they will get. After NDIS it's free for all
