Sky News Political Editor Andrew Clennell says there are Liberal senators considering crossing the floor if Labor's climate policy reaches the Senate.
'Liberal MPs who I understand are considering whether to cross the floor include Senator Andrew Bragg, Bridget Archer in the lower house and even Dean Smith in the Senate, although most of those MPs think it is too early to talk about this,' he said.
'Some moderates are holding out hope that Peter Dutton might endorse the 43 per cent target, just not the legislation, but I can't see that happening.'
