The decision has left the Victorian Government reeling in shock as this project was the first part of a key pillar in Victoria's renewables future to have 9GW of offshore wind energy generation capacity by 2040
Tanya Plibersek stressed strongly that the propssed wind farm would cause “irreversible damage to the habitat of waterbirds and migratory birds and marine invertebrates and fish” that were critical to the health of this wetland.
The huge project would have seen the dredging of up to 92 hectares (227 acres) of prime wetlands to produce up one GW per year with each of the turbines producing up to 18 megawatts

And Tanya was within her rights with a massive amount of coastline available. Trying to set up a facility in an environmentally sensitive area was not a good strategy with the idea of building our own turbines ridiculous.
And offshore wind in the costliest and most labour intensive type of renewable with the most costly strategy a common theme with Victoria.
Importing the turbines and building the bases and ancillary equipment in a different location makes sense with a pier located as close to the manufacturing facility as possible.

If you drill deeper (LOL) you will probably find it was an economic decision veiled in environmental concerns. All over the world planned wind farms are being ditched due to cost, and supply chain issues. Plus the public ain't onboard for the most part with bird choppers and whale wackers.
