Ukraine was not allowed to use Western weapons to attack Russia directly, so Ukraine made their own and used those to hit high value targets inside Russia, so the Americans complained about the destruction of Russian refineries affecting the cost of refined fuel.

Ukraine stopped the Red Army in a week with little more than shoulder fired weapons, then began pushing them back as soon as they got the HIMARS. I am thrilled the funding bill finally passed, now there will be ATACMS. I shudder to think at how many Ukrainian civilians and soldiers died because we lacked the courage to do that two years ago.
