The other problem here - is someone has to do the hard yards - of setting up a government. And really these people are now in bad way - they need a lot of help - from the moment the shooting stops.
And whoever goes in there with Israel - has to say to the Palestinians - that in order to move forward. They will be helped to rebuild - and create jobs and employment. And the refugee camps have to go. They are used by the Palestinian Authority and HAMAS as recruiting grounds - due to the institutional poverty that the U.N. allowed for decades.
The U.N. never tried to help the people transition over to - an education based system to improve people's chances to move out of poverty.
And agencies have to see - everyone gets - a fair share - and reconstruction is the first phase. Then alongside that businesses - be allowed to start up. The U.N. let the GAZA strip turn into the wild west.

Then the people in Gaza voted for members of Hamas to govern the Gaza strip and you can see how that turned out.
